6. <br /> On February 8, 2016,the Natchitoches Parish Fire Protection District No. 1 issued a check <br /> to Prothro Construction LLC in the amount of$44,900. <br /> 7. <br /> La. R.S. 42:1112B(1) provides that no public servant shall participate in a transaction <br /> involving the governmental entity in which,to his actual knowledge,any member of his immediate <br /> family has a substantial economic interest. <br /> 9. <br /> La. R.S. 42:1102(13) defines "immediate family member" to include a public servant's <br /> siblings. <br /> 10. <br /> La. R.S. 42:1153B provides with respect to penalties: <br /> Upon a determination that any public employee or other person has violated <br /> any provision of any law within the jurisdiction of the Board of Ethics, the <br /> Ethics Adjudicatory Board may remove, suspend, or order a reduction in <br /> pay, or demotion of the public employee or other person, or impose a fine <br /> of not more than ten thousand dollars, or both. <br /> 11. <br /> Based on the foregoing facts, Joseph Prothro, in his capacity as a Board Member for the <br /> Natchitoches Parish Fire Protection District No. 1, violated La. R.S. 42:1112B(1) by voting to <br /> accept the estimate submitted by Prothro Construction LLC, totaling $44,900 for renovations to <br /> be performed on the Cloutierville Fire Station, while Prothro Construction LLC was owned by his <br /> siblings, William and Charles Prothro, and William and Charles Prothro had a substantial <br /> economic interest in the approval of the estimate. <br /> Page 2 of 4 (No. 2018-1406) <br />
