6. On February 8, 2016,the Natchitoches Parish Fire Protection District No. 1 issued a check to Prothro Construction LLC in the amount of$44,900. 7. La. R.S. 42:1112B(1) provides that no public servant shall participate in a transaction involving the governmental entity in which,to his actual knowledge,any member of his immediate family has a substantial economic interest. 9. La. R.S. 42:1102(13) defines "immediate family member" to include a public servant's siblings. 10. La. R.S. 42:1153B provides with respect to penalties: Upon a determination that any public employee or other person has violated any provision of any law within the jurisdiction of the Board of Ethics, the Ethics Adjudicatory Board may remove, suspend, or order a reduction in pay, or demotion of the public employee or other person, or impose a fine of not more than ten thousand dollars, or both. 11. Based on the foregoing facts, Joseph Prothro, in his capacity as a Board Member for the Natchitoches Parish Fire Protection District No. 1, violated La. R.S. 42:1112B(1) by voting to accept the estimate submitted by Prothro Construction LLC, totaling $44,900 for renovations to be performed on the Cloutierville Fire Station, while Prothro Construction LLC was owned by his siblings, William and Charles Prothro, and William and Charles Prothro had a substantial economic interest in the approval of the estimate.
