6. <br /> On February 2, 2016, Charles Prohtro entered into a transaction with the Natchitoches <br /> Parish Fire Protection District No. 1 when he submitted an invoice in the amount of$44,900 for <br /> renovations performed on the Cloutierville Fire Station. <br /> 7. <br /> On February 8, 2016,the Natchitoches Parish Fire Protection District No. 1 issued a check <br /> to Prothro Construction LLC in the amount of$44,900. <br /> 8. <br /> La. R.S. 42:1113B provides that no appointed member of any board or commission, <br /> member of his immediate family, or legal entity in which he has a substantial economic interest <br /> shall bid on or enter into or be in any way interested in any contract, subcontract, or other <br /> transaction which is under the supervision or jurisdiction of the agency of such appointed member. <br /> 9. <br /> La. R.S. 42:1102(13) defines "immediate family member" to include a public servant's <br /> siblings. <br /> 10. <br /> La. R.S. 42:1153B provides with respect to penalties: <br /> Upon a determination that any public employee or other person has violated <br /> any provision of any law within the jurisdiction of the Board of Ethics, the <br /> Ethics Adjudicatory Board may remove, suspend, or order a reduction in <br /> pay,or demotion of the public employee or other person,or impose a fine of <br /> not more than ten thousand dollars, or both. <br /> Page 2 of 5 (No. 2018-1406) <br />
