R.S. 42:1141C and a <br /> majority vote of its members at its meeting on the 17`h day of March, 2011, files the following <br /> charges against Donald Villere, Respondent: <br /> Count I. <br /> At a time when Donald Villere was a candidate for the office of Mayor of the City of <br /> Mandeville in the March 27, 2010 election, he violated La. R.S. 42:1130.4 when he distributed or <br /> caused to be distributed, with the intent to mislead voters, a written brochure entitled"Ms. Lenfant <br /> claims to be a reformer"regarding another candidate,Tribly Lenfant,in the March 27,2010 election <br /> for the office of Mayor of the City of Mandeville, which he knew contained false statements <br /> regarding Tribly Lenfant. <br /> Count II. <br /> At a time when Donald Villere was a candidate for the office of Mayor of the City of <br /> Mandeville in the March 27, 2010 election, he violated La. R.S. 42:1130.4 when he distributed or <br /> caused to be distributed, with the intent to mislead voters, a written email entitled "You Be the <br /> Page 1 of 2 <br />
