R.S. 42:1111A as Coroner for St. Tammany Parish by purchasing meals with Coroner's Office credit card; purchasing a marine generator totaling $9,169.50; and receiving pay for 1,125 hours of annual and sick leave which he was not duly entitled to receive; that he violated La. R.S. 42:1112A, 1113A(1)(a), 1111C(1)(a), and 1116A by participating in the trasnfer of periodic renewal of a City of Slidell Jail Medicial Services contract fron the St. Tammany Parish Coroner's Office to his private medical practice in which his private medical practice received $126,666.56 in compensation from the the City of Slidell Jail for services provided by Mark Lombard, an employee of the Coroner's Office; that Peter Galvan violated La. R.S. 42:1112B(2) by participating in the lease of office speace by the Coroner's Office from Jet Cash, LLC, a company owned by his business partner, Mass Prentiss Blackwell, Jr. and by submitting two invoices totaling $9,635 to the Coroner's Office from Three Deuces, Inc., for construction work performed on the new Coroner's Office by Three Deuces, Inc., a company owned by Mass Prentiss Blackwell, Jr.

R.S. 42:1111A prohibits a public servant from receiving anything of economic value <br /> for the performance of his job duties other than the compensation and benefits from the <br /> governmental entity to which he is duly entitled. <br /> 7. <br /> Based on the foregoing facts,Peter Galvan violated La.R.S. 42:1111A. <br /> 8. <br /> Beginning in July 2008, Peter Galvan participated in the transfer and periodic renewal of <br /> a City of Slidell Jail Medical Services contract from the St. Tammany Parish Coroner's Office to <br /> his private medical practice. <br /> 9. <br /> From July 2010 until March 2013, Peter Galvan's private medical practice received <br /> $3,958.33 a month for a total of$126,666.56 in compensation from the City of Slidell Jail for <br /> services provided by Mark Lombard, an employee of the St. Tammany Parish Coroner's Office, <br /> pursuant to the City of Slidell Jail Medical Services contract. <br /> 10. <br /> La. R.S. 42:1112A prohibits a public servant from participating in a transaction involving <br /> his governmental entity in which he has a substantial economic interest. <br /> 11. <br /> La. R.S. 42:1113A(1)(a) prohibits public servants, their immediate family members, or <br /> legal entities in which they have a controlling interest, from entering into any contract, <br /> subcontract, or other transaction that is under the supervision or jurisdiction of the agency of <br /> such public servant. <br /> Page 2 of 8 <br />
