Code Inspections Plus, LLC would be prohibited from entering into such a transaction with
DeSoto Parish while Jim Davlin serves as a member of the Police Jury.
Additionally, the Board instructed me to caution you that La. R.S. 42:1111E(1) would prohibit
you,and Code Inspections Plus,LLC from receiving or agreeing to receive anything of econom-
ic value for assisting a person in a transaction, or in an appearance in connection with a transac-
tion,with your agency.
The Board further concluded, and instructed me to inform you, that Code Inspections Plus,
LLC would not be prohibited from acting as a third party provider in parishes outside of DeSo-
to Parish. See La. R.S. 42:1113A,above.
This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as pre-
sented may result in a different application of the provisions of the Code of Governmental Eth-
ics. The Board issues no opinion as to past conduct or as to laws other than the Code of Gov-
ernmental Ethics, the Campaign Finance Disclosure Act, the Lobbyist Disclosure Act, and con-
flict of interest provisions in the gaming laws.
If you have any questions, please contact me at(800)842-6630 or(225)219-5600.
Sincerely,
LOUISIANA BOARD OF ETHICS
ay.
O_
David M.Bordelon
For the Board
cc: Jim Davlin,
DeSoto Parish Police Jury
