Advisory opinion that the Code of Governmental Ethics would not prohibit the mother of a St. Helena Parish Police Juror from applying for Recovery Program funds through the U.S. Department of Housing and Urban Development (HUD), since the St. Helena Police Jury performs a purely ministerial function in providing the requested information to HUD and administering the payment to the contractors. However, the St. Helena Police Juror would be prohibited by La. R.S. 42:1112B(1) from participating in any matter in which his mother had a substantial economic interest. He would be required to recuse himself consistent with La. R.S. 42:1120.

R.S. 42:1112B(1) from participating in any matter in which his mother,Brenda Coleman, has <br /> a substantial economic interest. Major Coleman would be required to recuse himself pursuant to <br /> La. R.S. 42:1120. <br /> This advisory opinion is based solely on the facts as set forth herein.
