4. <br /> The D.A.R.E. Program is publicly funded by state and federal grants through local law <br /> enforcement. All activities for the D.A.R.E. program in the City of Baker are funded through <br /> the Baker City Police Department. <br /> 5. <br /> During the year 2012, Mr. Doyle distributed memorandums to the parents of D.A.R.E. <br /> program students in the Baker City School System for the purpose of collecting cash from the <br /> parents of D.A.R.E. students to offset the cost of hosting the D.A.R.E. graduation and for the <br /> provision of t-shirts to the students. Mr. Doyle was not authorized by his department to make <br /> such a request on the parents of D.A.R.E. program students. <br /> 6. <br /> In addition to the distribution of the memorandum to parents of D.A.R.E. program <br /> students, Mr. Doyle also made verbal solicitations for funds to assist in offsetting D.A.R.E. <br /> program costs. <br /> 7. <br /> Based upon the solicitations described above, Mr. Doyle collected $4,023 from the <br /> parents of D.A.R.E. students in 2012. <br /> 2 <br />
