The Code of Governmental Ethics would not prohibit Kim Nesmith, an employee of the Louisiana Department of Education (DOE), from providing contract services to the Future of Privacy Forum to assist other state departments of education, since she would not use materials created in her public capacity, her position does not require her to provide services to agencies of other states, and the DOE does not provide these services to other states.
