Ms. Emmy O'Dwyer
December 30, 2019
Page -2-
as an Educational Program Consultant through the Office of Policy and Analytics on the Early
Childhood Strategy Team in DOE. Because you would be uncompensated as a board member, you
would not be receiving any thing of economic value.
Furthermore, your duties as an Educational Program Consultant are not similar to the duties you
would perform as a board member for Abeona House.
Although the division of DOE in which you are employed does not license and/or regulate early
learning centers, the Board did want me to caution you relative to your participation in transactions
involving Abeona House and DOE. Because Abeona House is licensed and/or regulated by DOE,
you should recuse yourself should any situation that would require your participation in a transaction
involving DOE and Abeona House.
This advisory opinion is based solely on the facts as set forth herein. Changes to the facts presented
may result in a different application of the provisions of the Code of Ethics. The Board issues no
opinion as to past conduct or laws other than the Code of Governmental Ethics. If you have any
questions, please contact me at (225)219-5600 or(800) 842-6630.
Sincerely,
LOUISIANA BOARD PF ETHICS
aArycj
Gregory L.
