CONCLUSION <br /> The Board concluded, and instructed me to inform you, that the Code of Governmental Ethics <br /> would not prohibit the Cameron Parish School Board from contracting with W. Thomas Barrett to <br /> manage the leases of Section 16 properties. The prohibition on assistance to certain persons after <br /> termination of service contained in La.R.S.42:1121 is not implicated in this instance as Mr.Barrett <br /> is not a former CPSB board member, did not provide any services to CPSB during his public <br /> employment, and management of such properties is not connected with a transaction in which he <br /> participated at any time during his public employment and involving the governmental entity by <br /> which he was formerly employed. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts presented <br /> may result in a different application of the provisions of the Code of Ethics. The Board issues no <br /> opinion as to past conduct or laws other than Code of Governmental Ethics.
