Box 5337 <br /> Bossier City, Louisiana 71171-5337 <br /> Re: Ethics Board Docket No. 2016-1042 <br /> Dear Mr. Bohanan: <br /> The Louisiana Board of Ethics, at its December 16, 2016 Board meeting, considered your request <br /> for an advisory opinion regarding whether Mickey Hamilton may contract with Bossier City <br /> Purchasing Department to provide concessionaire services for the City of Bossier City sports <br /> complexes while Stephen Boyd is employed as Youth Sports Supervisor. Mr. Boyd's sister, Kelly <br /> Coker, is married to Ronnie Coker. Mr. Coker's sister is Mickey Hamilton. <br /> The Board concluded, and instructed me to inform you, that the Louisiana Code of Governmental <br /> Ethics would not prohibit Mickey Hamilton from contracting with the Purchasing Department to <br /> provide concessionaire services for the City of Bossier City sports complexes. La. R.S. <br /> 42:1113A(1)(a) prohibits a public servant, excluding any appointed member of any board or <br /> commission, or immediate family member from bidding on or entering into any contract, <br /> subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such <br /> public servant.La. R.S. 42:1102(13)means a public servant's children,the spouses of his children, <br /> his brothers and their spouses,his sisters and their spouses,his parents,his spouse,and the parents <br /> of his spouse. Ms. Hamilton is not an immediate family member of Mr. Boyd. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts presented <br /> may result in a different application of the provisions of the Code of Ethics. The Board issues no <br /> opinion as to past conduct or laws other than Code of Governmental Ethics.
