R.S. 25:214 by the Vermilion Parish Police Jury. Yearly budget <br /> expenditures of approximately $1.7 million for the library system are authorized by the Library <br /> Board.The Library Board has been filing Tier 2.1 financial disclosure forms annually but is seeking <br /> the opinion if they must continue to do so given that the population of Vermilion Parish is less than <br /> 200,000. <br /> The Board concluded, and instructed me to inform you, that the Louisiana Code of Governmental <br /> Ethics would not require members of the Vermilion Parish Library Control Board to file disclosure <br /> forms pursuant to La. R.S. 42:1124.2.1 for their service on such board. La. R.S. 42:1124.2.1A(1) <br /> provides that each member and any designee of a member of a board or commission that has the <br /> authority to expend, disburse, or invest ten thousand dollars or more of funds in a fiscal year. <br /> However,La.R.S.42:1124.2.1 D(1)(b)(ii)provides that a"board or commission"shall not mean any <br /> board or commission or like entity that governs a political subdivision created by a single parish <br /> governing authority of a parish with a population of two hundred thousand or less,or any subdistrict <br /> of such a political subdivision. The Vermilion Parish Library Board of Control was created by the <br /> Vermilion Parish Police Jury.The population of Vermilion Parish as of the 2010 census was 57,999. <br /> Since the Library Board falls within the Section 1124.2.1D(1)(b)(ii),the board members would not <br /> be required to filed a disclosure form based upon their service on Vermilion Parish Library Board <br /> of Control. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
