Blacher <br /> Program Manager <br /> 19th JDC Re-Entry Court Program <br /> 300 North Blvd., Suite 6201 <br /> Baton Rouge, Louisiana 70801 <br /> Re: Louisiana Board of Ethics Docket No. 2017-631 <br /> Dear Daryl Blacher: <br /> The Louisiana Board of Ethics,at its July 21,2017 meeting, considered your request for an <br /> advisory opinion regarding whether the Code of Governmental Ethics would prohibit the 19th JDC <br /> Re-Entry Court Program from accepting donations from jurors. <br /> You provided that the 19th JDC administers a specialty court program for returning citizens. <br /> Judge Trudy M. White is the Re-Entry Court Judge for the 19th JDC. During a recent presentation <br /> to jurors by Judge White, several released jurors requested that their payments be signed over as <br /> contributions to support the 19th JDC's Re-Entry Court Program. You stated that at no time does <br /> Judge White make any appeals for donations. The Re-Entry Court Program was created by the <br /> Legislature in La. R.S. 13:5401 and is under the jurisdiction of the Louisiana Supreme Court. <br /> The Board concluded,and instructed me to inform you,that this request does not present any <br /> issue under the jurisdiction of the Ethics Board. The Ethics Board lacks jurisdiction to interpret any <br /> laws other than those provided in the Code of Governmental Ethics. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as <br /> presented may result in a different application of the provisions of the Code of Ethics. The Board <br /> issues no opinion as to past conduct or as to laws other than the Code of Governmental Ethics.
