Box 31109 <br /> Shreveport, LA 71130-1109 <br /> Re: Ethics Board Docket No. 2017-754 <br /> Dear Ms. Strand: <br /> The Louisiana Board of Ethics, at its August 18, 2017 meeting, considered your request for an <br /> advisory opinion as to whether Christopher Shamburger, a firefighter for the Shreveport Fire <br /> Department, and his company, Shamburger Lawns, LLC, would be prohibited from contracting <br /> with the City of Shreveport to install sod related to Project IFB 17-054 District G Miscellaneous <br /> Water Improvements — El 4005. You stated that this project involves water improvements to <br /> water and sewer lines along various city rights of way in City Council District G. You also stated <br /> that the project manager for this project is Autumn Permenter, Assistant City Engineer for the <br /> City Engineering Department. Finally,you stated that the project does not involve the Shreveport <br /> Fire Department and is not under its supervision or jurisdiction. <br /> The Board concluded, and instructed me to inform you, that the Code of Governmental Ethics <br /> would not prohibit Christopher Shamburger and Shamburger Lawns, LLC, from contracting or <br /> sub-contracting with the City of Shreveport to install sod related to Project IFB 17-054 District G <br /> Miscellaneous Water Improvements —El 4005. La. R.S. 42:1113 prohibits public servants, their <br /> immediate family members, or legal entities in which they have a controlling interest, from <br /> entering into any contract, subcontract, or other transaction that is under the supervision or <br /> jurisdiction of the agency of such public servant. The Shreveport Fire Department is considered a <br /> separate agency from the City of Shreveport. Therefore, Christopher Shamburger and <br /> Shamburger Lawns, LLC would not be prohibited from contracting with the City of Shreveport. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as <br /> presented may result in a different application of the provisions of the Code of Ethics. The <br /> Board issues no opinion as to past conduct or as to laws other than the Code of Governmental <br /> Ethics.
