Both parties seek to resolve <br /> this matter amicably as follows: <br /> 1. <br /> The Municipal Employees'Retirement System of Louisiana(MERS)was established <br /> on January 1, 1955 pursuant to Act 356 of the 1954 Regular Legislative Session of the <br /> Louisiana Legislature. La. R.S. 11:1731. <br /> 2. <br /> MERS provides retirement benefits to eligible, participating employees of <br /> incorporated cities, towns, and villages within the State of Louisiana. La. R.S. 11:1733. <br /> MERS provides for the inclusion of City Marshals and their employees,City Constables and <br /> their employees, and Clerks of City Courts.
