You stated <br /> that you are employed with Bryant Hammett & Associates, a private engineering firm, that currently <br /> provides professional services to all municipalities within Concordia Parish. You also stated that Bryant <br /> Hammett & Associates plans to continue to respond to Requests for Qualifications or Requests for <br /> Proposals for professional services that may be awarded through the parish or a municipality receiving <br /> mitigation grant money. You provided information that the mitigation grant money is awarded through <br /> the Governor's Office of Homeland Security & Emergency Preparedness (GOHSEP) which is then paid <br /> directly to the Concordia Parish Police Jury or municipalities within Concordia Parish. You provided <br /> further information that the Homeland Security/Office of Emergency Preparedness for Concordia Parish <br /> will not be involved in the awarding of mitigation grant money that is awarded through GOHSEP or in <br /> the supervision or jurisdiction of the related projects. <br /> The Board concluded, and instructed me to inform you, that the Code of Governmental Ethics would not <br /> prohibit you from continuing your employment with Bryant Hammett & Associates if you are appointed <br /> as Director of Homeland Security/Office of Emergency Preparedness for Concordia Parish. La. R.S. <br /> 42:1111C(2)(d) prohibits a public employee from receiving compensation for or in consideration of <br /> services rendered to or for any person who has or is seeking a business, contractual or financial <br /> relationship with his agency. Homeland Security/Office of Emergency Preparedness for Concordia Parish <br /> is considered a separate agency from GOHSEP, Concordia Parish and municipalities within Concordia <br /> Parish. Therefore,you would not be prohibited from being employed with Bryant Hammett&Associates <br /> at a time when Bryant Hammett & Associates responds to Requests for Qualifications or Requests for <br /> Proposals or provides professional services to these entities. <br /> The Board also concluded, and instructed me to inform you,that the Code of Governmental Ethics would <br /> prohibit you and Bryant Hammett & Associates from assisting in any projects involving Homeland <br /> Security/Office of Emergency Preparedness for Concordia Parish if you are appointed as its Director. La. <br /> R.S. 42:1111E prohibits a public servant or a legal entity of which such public servant is an <br /> officer, director, trustee, partner, or employee from receiving any thing of economic value for <br /> assisting a person in a transaction with the agency of the public servant. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
