Dean <br /> Fifth District Drug Court <br /> Post Office Box 1208 <br /> Oak Grove, LA 71263 <br /> Re: Ethics Board Docket No. 2017-1335 <br /> Dear Judge Dean: <br /> The Louisiana Board of Ethics, at its January 19,2018 Board meeting,considered your request for <br /> an advisory opinion as to whether all financial records and files of the Fifth District Drug Program <br /> can be relocated from the Richland Parish Courthouse,Rayville, Louisiana to a home office of the <br /> Fiscal Agent, Cindy Odom. You stated that Judge Terry Doughty who presides over the Fifth <br /> District Drug Court is leaving office to assume a position on the Federal Bench. You stated that <br /> Cindy Odom will remain as the Fiscal Agent of the Drug Court,however she will be operating from <br /> her home office. <br /> The Board concluded and instructed me to inform you that the Code of Governmental Ethics would <br /> not prohibit the relocation of financial records and files of the Fifth District Drug Program from their <br /> current location in the Richland Parish Courthouse to the home office of Cindy F. Odom, Fiscal <br /> Agent for the Fifth District Drug Court. Currently there is no statute within the Code of <br /> Governmental Ethics which would address the issue you have presented. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts presented <br /> may result in a different application of the provisions of the Code of Ethics. The Board issues no <br /> opinion as to past conduct or laws other than Code of Governmental Ethics.
