Kenneth Wilson <br /> Monroe City Councilman, Dist. 4 <br /> Post Office Box 123 <br /> Monroe, LA 71210-0123 <br /> Re: Ethics Board Docket No. 2018-215 <br /> Dear Councilman Wilson: <br /> The Louisiana Board of Ethics,at its April 20,2018 meeting,considered your request for an advisory <br /> opinion relative to whether you could hire Jacqueline Benjamin as a consultant for your non-profit <br /> corporation,P.E.E.P.S. You stated that you are a city councilman for the City of Monroe,Louisiana, <br /> but you are not the chairman of the council. You stated that Jacqueline Benjamin was hired as the <br /> staff secretary for the Council in 2013 by the chairman, Gretchen Ezernack. You stated that Ms. <br /> Benjamin would be a consultant with P.E.E.P.S.on a part-time basis,but she would not work during <br /> her hours working for the Council. <br /> The Board concluded and instructed me to inform you that the Code of Governmental Ethics would <br /> not prohibit you from hiring Jacqueline Benjamin as a consultant for your non-profit corporation, <br /> P.E.E.P.S. Based on the facts that you have provided, there is no statute within the Code of <br /> Governmental Ethics which would apply. Therefore, there is no ethical reason why Jacqueline <br /> Benjamin could not be hired as a consultant for your non-profit corporation. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts presented <br /> may result in a different application of the provisions of the Code of Ethics. The Board issues no <br /> opinion as to past conduct or laws other than Code of Governmental Ethics.
