Advisory opinion that a Caddo Parish Commissioner would not be prohibited by the Code of Governmental Ethics from providing credit card processing at the Shreveport Regional Airport, which is owned by the City of Shreveport, nor be prohibited from installing credit card readers at a count boat launch in Texas. Generally, he would not be prohibited from receiving compensation from a third party as to the sale of software solutions to governmental entities outside the supervision or jurisdiction of the Caddo Parish Commission, but would be prohibited from selling such software to persons who have or are seeking to have a contractual, business, or financial relationships with the Caddo Parish Commission.

You <br /> stated that your business, Chavez Data Services, LLC, provides merchant sales services, such as <br /> credit card processing,check processing,point of sale systems, and cash register services.You al- <br /> so provide 24/7 technical support to your clients. You acknowledge that you cannot provide <br /> your services to any agency under the supervision or jurisdiction of the Caddo Parish Commis- <br /> sion. <br /> You inquire as to three scenarios involving your business: <br /> 1. Whether you can provide credit card processing at the Shreveport Regional Air- <br /> port,which is owned by the City of Shreveport? <br /> 2. Whether you can install credit card readers at a county boat launch in Texas? <br /> 3. Whether you can sell a third-party's software solutions to any governmental entity, <br /> besides those controlled by the Caddo Parish Commission? <br /> With respect to the first two inquiries, the Board concluded, and instructed me to inform you, <br /> that your request presents no issues under the Code, as neither the Shreveport Regional Airport, <br /> nor the county boat launch in Texas, come under the supervision or jurisdiction of your agency, <br /> the Caddo Parish Commission. <br /> As to the third inquiry, the Board concluded, and instructed me to inform you, that, generally, <br /> you would not be prohibited from receiving compensation from a third party as to the sale of <br /> software solutions to governmental entities outside the supervision or jurisdiction of the Caddo <br /> Parish Commission. However, please be aware that La.
