Susannah Walter Poljak <br /> 820 Slattery Blvd. <br /> Shreveport, LA 71104 <br /> Re: Ethics Board Docket No. 2018-275 <br /> Dear Ms. Poljak: <br /> The Louisiana Board of Ethics,at its July 20,2018 meeting,considered your request for an advisory <br /> opinion regarding your employment as the executive director for Citizens For a Better Caddo,a local <br /> political action committee(PAC)and whether you could serve on the South Highlands Elementary <br /> Magnet Foundation board (Foundation). You stated that you are currently a member of the Caddo <br /> Parish School Board and that your term will expire January 2019. You stated that you are interested <br /> in serving as the paid executive director for a local PAC which is interested in the Shreveport City <br /> Council. You stated that the executive director would be required to find candidates to run for city <br /> council seats,help those candidates create an election strategy,assist in efforts to raise funds for the <br /> candidates and keep the PAC informed on issues affecting the City Council. You further stated that <br /> you have been asked to serve on the South Highlands Elementary Magnet Foundation board. The <br /> Foundation is a private,nonprofit corporation and that you would not receive compensation for your <br /> service. Further, the Foundation does not appear before the Caddo Parish School Board. <br /> The Board concluded and instructed me to inform you, that the Louisiana Code of Governmental <br /> Ethics(Code)would not prohibit you from being employed as the executive director of a local PAC <br /> interested in the affairs of the Shreveport City Council. As the executive director for the PAC, you <br /> would not be assisting in transactions involving the Caddo Parish School Board and there are no <br /> Ethic Code statutes that would prohibit your assisting in transactions involving the Shreveport City <br /> Council. <br /> The Board further concluded and instructed me to inform you,that the Code would not prohibit you <br /> from serving on the board of the Foundation. La. R.S. 42:1123(1) excludes from the Code <br /> participation in the affairs of charitable, religious, nonprofit educational, public service, or civic <br /> organizations when no compensation is received. Provided that you receive no compensation for <br /> serving on the board of the Foundation, your participation would be excluded from the Code. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
