Box 3167 <br /> Ruston,Louisiana 71272 <br /> Re: Louisiana Board of Ethics <br /> Docket No.2018-1329 <br /> Dear Ms. Chestnut, <br /> The Louisiana Board of Ethics, at its December 14, 2018, meeting, considered your request for <br /> an advisory opinion as to whether the Code of Governmental Ethics ("Code") would prohibit <br /> the La. Tech Early Childhood Education Center ("School") from redeeming points earned <br /> through the purchase of books from Scholastic. Your school offers students the opportunity to <br /> purchase books through Scholastic. For each order made by a student, the school receives Scho- <br /> lastic points, which can be redeemed for books and materials to enhance classroom libraries. <br /> Additionally, the school is ordering 600 copies of a book through Scholastic. As a result, the <br /> school will earn enough Scholastic points to receive another set of 600 books at no cost to be <br /> used by the students. You stated that all books received from Scholastic are property of the <br /> school and no individual employee is receiving the books in their private capacities. <br /> The Board concluded, and instructed me to inform you, that your school is not prohibited by <br /> the Code from redeeming Scholastic points toward the purchase of books and materials to be <br /> used by the school. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as pre- <br /> sented may result in a different application of the provisions of the Code of Governmental Eth- <br /> ics. The Board issues no opinion as to past conduct or as to laws other than the Code of Gov- <br /> ernmental Ethics, the Campaign Finance Disclosure Act, the Lobbyist Disclosure Act, and con- <br /> flict of interest provisions in the gaming laws.
