Box 215 <br /> Harrisonburg,Louisiana 71340 <br /> Re: Louisiana Board of Ethics <br /> Docket No. 2019-207 <br /> Dear Ms. Rutledge, <br /> The Louisiana Board of Ethics, at its April 12, 2019, meeting, considered your request for an <br /> advisory opinion as to the application of the Code of Governmental Ethics ("Code") to you in <br /> the event your son qualifies as a candidate in an upcoming election. <br /> FACTS PROVIDED <br /> You were appointed as the Catahoula Parish Registrar of Voters in 2012. Your appointment is <br /> for life and the Catahoula Parish Police Jury is not required to re-appoint you to the position. <br /> Your son, Eli Rutledge, is considering qualifying as a candidate for Catahoula Parish Police Jury, <br /> Ward 1, in the upcoming election. You provided that in the event your son does qualify, you will <br /> remove yourself from the counting of the ballots pertaining to your son's election. <br /> CONCLUSION <br /> The Board concluded, and instructed me to inform you, that your request presents no issues un- <br /> der the Code. <br /> Additionally, the Board further cautioned, that in the event your son is elected as a member of <br /> the Catahoula Parish Police Jury, he will be prohibited by La. R.S. 42:1112B(1) from participating <br /> in any transaction in which you have a substantial economic interest. He may recuse himself pur- <br /> suant to the provisions of La. R.S. 42:1120. <br /> This advisory opinion is based solely on the facts as set forth herein. Changes to the facts as pre- <br /> sented may result in a different application of the provisions of the Code of Governmental Eth- <br /> ics.
