Sibley <br /> 6609 Snapper Circle <br /> Shreveport, Louisiana 71119 <br /> Re: Louisiana Board of Ethics <br /> Docket No.2019-1104 <br /> Dear Mr.Sibley: <br /> The Louisiana Board of Ethics ("Board"),at its November 15, 2019 meeting,considered your <br /> request for an advisory opinion as to whether the Louisiana Code of Governmental Ethics <br /> ("Code")would prohibit you from continuing your civil law practice after your recent appoint <br /> as Registrar of Voters for Caddo Parish. <br /> FACTS PROVIDED <br /> You stated that you were recently appointed as Registrar of Voters for Caddo Parish. You are <br /> an attorney with the Shreveport law firm, Ron Christopher Stamps, LLC. You took the oath of <br /> office on October 10, 2019. You have inquired as to whether you would be prohibited from <br /> continuing the practice of law as Caddo Parish's Registrar of Voters. <br /> Registrars of Voters are given their authority by La.R.S. 18:51,which provides that there shall <br /> be one registrar for each parish appointed by the parish governing authority. Registrars of <br /> Voters receive compensation from the State of Louisiana (via the Secretary of State) and the <br /> Parish in which they were appointed. The compensation received by Registrars of Voters is <br /> fixed by statute and calculated according to the population of the Parish. Specifically,in Caddo <br /> Parish,the Registrar of Voters was appointed by the Caddo Parish Commission. <br /> LAW <br /> La.R.S.42:1111C(2)(d)provides that no public servant and no legal entity in which the public <br /> servant exercises control or owns an interest in excess of twenty-five percent, shall receive <br /> any thing of economic value for or in consideration of services rendered,or to be rendered,to <br /> or for any person during his public service unless such services are: (d) Neither performed <br /> for nor compensated by any person or from any officer, director, agent, or employee of such <br /> person, if such public servant knows or reasonably should know that such person has or is <br /> seeking to obtain contractual or other business or financial relationships with the public <br /> Page 1 of 2 <br /> Docket No.2019-1104 <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
