Weatherford, Secretary Treasurer <br /> Sabine Parish Police Jury <br /> 400 Capitol Street <br /> Many, LA 71449 <br /> Re: Board Docket No. 2019-1205 <br /> Dear Mr. Weatherford: <br /> The Louisiana Board of Ethics, at its December 20, 2019 meeting, considered your request for an <br /> advisory opinion as to whether the Sabine Parish Police Jury(SPPJ) may hire a father and son as <br /> superintendent and assistant superintendent, respectively, of the Sabine Parish Landfill. <br /> FACTS PROVIDED <br /> You stated that the Sabine Parish Police Jury will soon be resuming operation of the Sabine Parish <br /> Landfill, which has been managed for the past 25 years by a contractor, Louisiana Regional <br /> Landfill Company(LRLC). The parish expects to begin operation of the landfill on March 1,2020 <br /> and is resuming its operation due to the inability to reach an agreement with LRLC on fees for <br /> continued operation. You also stated that SPPJ would like to hire Mr. Peter Chreene and his son, <br /> Mr. Nick Chreene, to work at the landfill as superintendent and assistant superintendent, <br /> respectively.Peter Chreene previously worked as the landfill superintendent for LRLC for 15 years <br /> and Nick Chreene worked as a lead operator for seven and one-half years. <br /> LAW <br /> La. R.S. 42:1119A states that no member of the immediate family of an agency head shall be <br /> employed in his agency. <br /> La. R.S. 42:1102(3) defines "agency head" to mean the chief executive or administrative officer <br /> of an agency or any member of a board or commission who exercises supervision over the agency. <br /> La. R.S. 42:1102(13) defines "immediate family" as the term relates to a public servant to mean <br /> his children,the spouses of his children,his brothers and their spouses,his sisters and their spouses, <br /> his parents, his spouse, and the parents of his spouse. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
