Box 20 <br /> Vivian, LA 71082 <br /> Re: Board Docket No. 2019-1113 <br /> Dear Mr. Dominick: <br /> The Louisiana Board of Ethics, at its December 20, 2019 meeting, considered your request for an <br /> advisory opinion as to whether the former mayor of the Village of Mooringsport may be employed <br /> by the village as a part-time or contract employee. <br /> FACTS PROVIDED <br /> You stated that Ms. Ann Dearing served as the mayor for the Village of Mooringsport for a period <br /> of approximately six years and that her term ended on December 31, 2018. At the request of a <br /> member of the Board of Aldermen, you are inquiring as to whether or not Ms. Dearing may serve <br /> as a part-time employee or as a contract employee for the village. <br /> LAW <br /> La.R.S.42:1121A(1)provides no former agency head or elected official shall,for a period of two <br /> years following the termination of his public service as the head of such agency or as an elected <br /> public official serving in such agency, assist another person,for compensation, in a transaction, or <br /> in an appearance in connection with a transaction, involving that former agency or render any <br /> service on a contractual basis to or for such agency. <br /> La.R.S.42:1121A(2)provides that no former member of a board or commission shall,for a period <br /> of two years following the termination of his public service on such board or commission,contract <br /> with,be employed in any capacity by,or be appointed to any position by that board or commission. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
