Box 94095 <br /> Baton Rouge, Louisiana 70804 <br /> Pat.Forbes,a la.<20v <br /> Re: Ethics Board Docket No. 2020-368 <br /> Dear Mr. Forbes: <br /> The Louisiana Board of Ethics,at its June 5,2020 meeting,considered your request for an advisory <br /> opinion as to whether Deloitte would be prohibited from responding to requests for proposals or <br /> entering into contracts with the Louisiana Office of Community Development while you serve as <br /> the Executive Director of the Louisiana Office of Community Development and your wife is <br /> employed with Deloitte. <br /> FACTS PROVIDED <br /> You stated that you are employed as the Executive Director of the Louisiana Office of Community <br /> Development. You stated that your agency is responsible for administering federal disaster <br /> recovery grants. The agency primarily works in the area of community development and often <br /> contracts some of its work out, including program design and implementation,program and project <br /> management, grants management, and design and construction. <br /> You stated that your wife, Ana Forbes, is employed by Deloitte, a national firm that, among many <br /> other things, provides services in the disaster recovery field and may respond to requests for <br /> proposals or bids published by your agency in the future. You stated that your wife works in the <br /> field of project management and program delivery. You stated that she will not personally work <br /> on any projects involving your agency. Additionally, you stated that you do not participate in <br /> selection panels associated with the requests for proposals and you will recuse yourself from any <br /> deliberation or discussion related to the selection processes for which Deloitte may be considered. <br /> LAWS <br /> La. R.S. 42:1111C(2)(d) provides that no public servant and no legal entity in which the public <br /> servant exercises control or owns an interest in excess of twenty-five percent, shall receive any <br /> thing of economic value for or in consideration of services rendered, or to be rendered, to or for <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
