In connection with Ms. Greer's potential <br /> promotion,you have submitted a Disqualification Plan to ensure that the promotion does not <br /> violate the Louisiana Code of Governmental Ethics ("Code"). <br /> FACTS PROVIDED <br /> In order to address inmate and staff health concerns, the Ouachita Parish Correctional Center <br /> ("OPCC")employs a staff of eight(8) LPN deputies. Brandi Green and Britany Glynn are twin <br /> sisters who were hired as two (2) of the eight (8) LPN deputies on January 20, 2016 and <br /> January 21, 2016, respectively. The eight (8) LPN deputies are supervised by two (2) LPN <br /> sergeants. Based on her performance and a recommendation from the Lieutenant Registered <br /> Nurse,who supervises the eight(8) LPN deputies and two (2) LPN sergeants,Brandi Greer is <br /> being considered for a promotion to one of the vacant LPN sergeant positions. <br /> Should Brandi Greer be promoted, she would work a static shift,that is necessary for duties <br /> of that rank,while her sister—Britany Glynn,would continue working the swing shift. While <br /> most of the LPN sergeant's tasks are related to the care of inmates and assistance of <br /> physicians, three (3) of the tasks are specifically related to matters involving subordinates <br /> (addressing discipline and other personnel matters, scheduling time off for staff, and <br /> reviewing/addressing Administrative Remedy Procedure submissions). <br /> In order to prevent any violation of La.
