Consent Opinion finding Cole Norris, while serving as a member of the Board of Commissioners of the madison Parish Hospital Service District, violated R.S. 42:1111C(2)(d) by receiving a thing of economic value for services rendered to Delta Bank as an employee of Delta Bank while Delta Bank had a contractual, financial, or business relationship with the Madison Parish Hospital Service District; and, violated R.S. 42:1112B(3) by participating in transactions involving the Madison Parish Hospital Service District in which Delta Bank had a substantial economic interest while he was employed with Delta Bank.

R.S. <br /> 42:1141 C(3)(�. <br /> III. <br /> FINDINGS OF FACT <br /> 1. <br /> Madison Parish Hospital Service District(the "District") was created by the Police Jury of <br /> Madison Parish to provide hospital facilities and support to Madison Parish Hospital and the hospital <br /> based Rural Health Care Clinics. The District is a political subdivision of Madison Parish Police <br /> Jury. <br /> 2. <br /> In December 2012, the District moved its checking account to Delta Bank. The District <br /> currently maintains five checking accounts,one certificate of deposit account,two commercial loan <br /> accounts, and two PPP loan accounts with Delta Bank. <br />
