Consent order in which LaToya Jackson agrees that, in her capacity as the Charter School Director and Executive Director of Learning Solutions, Inc. and the Vision Academy Charter School, she violated La. R.S. 42:1112B(1) by offering, approving, entering into contracts with Clark Entities, LLC, on behalf of the Learning Solutions/Vision Academy to Clark Entities, LLC, transactions in which her sister, Bridgette Clark, had a substantial economic interest as the sole owner of Clark Entities, LLC.

Consent order in which David Young agrees he violated La. R.S. 18:1505.2A(1) by making contributions in his name on behalf of the Louisiana State Troopers' Association totaling $17,500 to John Bel Edwards, Cloyce Clark, Paula Davis, Scott A. Angelle, Pete Schneider, Paul Hollis, Frank A. Hoffman, Chris Broadwater, John Dardenne, Joel Robideaux and the House Democratic Campaign. The Louisiana State Troopers' Association also agrees that it violated La. R.S. 18:1505.2A(1) by making the above contributions in the name of David Young.

Consent order in which Kurt Becnel agrees that he violated La. R.S. 18:1505.2H by receiving $500 in excessive contributuions from A3A Vacuum Services in connection with his campaign for the office of Councilman, District 1, Parish of St. John the Baptist, State of Louisiana, in the October 24, 2015 election.

Advisory opinion that the Deputy Chief and elected board member of the Luling Volunteer Fire Department would be prohibited by Louisiana Code of Governmental Ethics from accepting a position as a paid employee for the Luling Volunteer Fire Department, since he is a member of the Board of Directors of the Department and would be entering into a contract, subcontract, or other transaction that is under the supervision of his agency.

Advisory opinion that Quad Area Community Action Agency, Inc.’s employees and members of its Board of Directors are not considered public employees of a public agency and are not required to take the annual mandatory ethics training contained in the Louisiana Code of Governmental Ethics since the agency was not created by the legislature, its powers were not specifically defined by the legislature, and its property does not belong to the public.

Advisory opinion that the Louisiana Code of Governmental Ethics would not prohibit a landlord in the Section 8 program of the Housing Authority of East Baton Rouge Parish from continuing to participate as a landlord in the Section 8 program pursuant to the terms and conditions in place at the time he married a social services analyst employed with the Section 8 program; however, he would be prohibited from entering into a new 12-month lease agreement with the Housing Authority, requesting a rent increase, or continuing as a landlord if the payment terms change for any reason. Additionally, the landlord would be required to disclose the income that he receives from the Housing Authority and the tenant, pursuant to La. R.S. 42:1114. Finally, a disqualification plan completely removing his spouse from any responsibility regarding the tenant residing in her husband’s unit should be submitted and approved by the Board.

Advisory opinion that the Louisiana Code of Governmental Ethics would not prohibit a former employee with the New Orleans Department of Public Works from performing design and construction engineering services with engineering firms who have contracts on FEMA projects with the City of New Orleans in transactions in which he did not participate at any time while employed by the City of New Orleans, since he was not an agency head within the Department of Public Works.

Advisory opinion that a former employee with the Department of Transportation and Development would be prohibited by the Louisiana Code of Governmental Ethics from contracting with the Lafayette Regional District as a consultant to provide right of way services for two years from her retirement date, since she would be providing the same services back to her former agency through a contract.

Advisory opinion that the post-employment provisions in the Louisiana Code of Governmental Ethics would not prohibit a former employee with the Louisiana Department of Health from offering consulting services to healthcare provides as long as she does not receive compensation for her services from providers on projects that she participated in while she was employed by the Health Standards Section of the Department of Health; however, she would prohibited from contracting directly or indirectly through another company, with the Department of Health to provide the same services she provided during her public service.

Advisory opinion that a former employee with the Department of Environmental Quality would be prohibited by the Louisiana Code of Governmental Ethics for two year from the time of his termination from contracting directly or indirectly through another company, with the DEQ to provide inspection or remediation work on gas stations you inspected while employed with DEQ .

Advisory opinion that the Louisiana Code of Governmental Ethics would not prohibit an elected member of the Mandeville City Council from continuing his employment with Arthur J. Gallagher & Company (Gallagher), at a time when it serves as the benefits consultant for STARC of Louisiana, Inc. (STARC), which receives funding from the City. Further, he would not be prohibited from participating in the vote regarding the annual appropriation to STARC, at a time when Gallagher serves as its benefits consultant, provided the funding is not allocated to compensate Gallagher for those services, since he is not an officer, director, trustee, partner, or employee of STARC.

Advisory opinion that the spouse of the Denham Springs Police Chief would not be prohibited by the Louisiana Code of Governmental Ethics from continuing her employment with the Denham Springs Police Department while her husband serves as Police Chief, since she has been employed with the Department for more than one year prior to her husband becoming the Police Chief and agency head. A disqualification place would need to be submitted for the Board’s approval to prevent any potential violations of La. R.S. 42:1112B(1).

Advisory opinion that La. R.S. 42:1113B of the Louisiana Code of Governmental Ethics would prohibit a member of the New Orleans Municipal Yacht Harbor Management Corporation from submitting a temporary application and placing his name on the wait list that is maintained by the Corporation.

Advisory opinion that the Louisiana Code of Governmental Ethics would prohibit Lake Providence Town Clerk and her husband from receiving compensation from “The Banner Democrat,” while the clerk is employed by the town, since “The Banner Democrat” has a contractual, business, or financial relationship with the Town.

Advisory opinion that an elected member of the Terrebonne Parish Council would be prohibited by the Louisiana Code of Governmental Ethics from voting on matters in which South Louisiana Bank or its wholly owned company, South Louisiana Financial Services, LLC, has a substantial economic interest, as a time when the councilman has a collateralized loan obligation with South Louisiana Bank. However, the councilman may participate in discussion and debate concerning matters involving South Louisiana Financial Services, LLC, provided that he discloses his conflict of interest or potential conflict on the record of the Council prior to his participation in the discussion or debate and prior to the vote that is the subject of discussion or debate.

Advisory opinion that the Louisiana Code of Governmental Ethics would not prohibit an elected member of the Terrebonne Parish Council from continuing her employment with Gilsbar, LLC., at a time when it has a contract of insurance with the Parish since she meets the exception created in Board Docket No. 82002D; however, she would be prohibited from voting on matters in which Gilsbar, LLC., has substantial economic interest, at a time when she is employed with Gilsbar. The councilwoman may participate in the debate or discussion concerning the matter involving Gilsbar, provided she discloses her conflict or potential conflict on the record of the Council prior to her participation in the debate or discussion and prior to the vote. Finally, she would be prohibited from monitoring employee health insurance claims for the Parish, administering group health benefit enrollments for new Parish employees, or performing any other duties on behalf of Gilsbar, pursuant to its contract of insurance with the Parish.
