the Board of Control ("the Board"). The Central Branch operates as the administrative office for
all other branches. The Library provides citizens of the Parish access to Library materials via
books and magazines, a wide variety of non-print resources, such as DVDs, several formats of
audio-books, online research databases, electronic reference resources, electronic downloadable
books (e-books), internet access, and a selection of music on compact discs. All branches offer
public access to computer workstations, conduct programs for children and adults, and provide
access to meeting rooms when available.
5.
The main source of funding for the Library is through ad valorem taxes (approximately
$3.9 million in 2018). Other support in lesser amounts is received through various revenues
including sharing arrangements with State of Louisiana and from self-generated funds(fines, fees,
etc.).
6.
The Library has two Capital One bank accounts — operating and savings. The operating
account is the plain account utilized for all revenues and expenditures, excluding monies received
for endowments. The savings account was opened as the depository account for any endowments
with restrictions.
7.
During all tinges pertinent herein, the Library had the following seven credit card accounts:
Capital One, walmart, Sam's, Office Depot, Home Depot, Shell, and Barnes &Noble. The credit
cards were used to purchase supplies and/or materials necessary for the Library's operations. When
not in use,the credit cards were kept in the Business Manager's office in a locked safe.
...... .................................................................... ......................................................... ............................................................................................................................................
