8. <br /> At its January 20, 2020 meeting, RI told the BCHI Board that the old Baton Rouge General <br /> Hospital/Mid-City and Mr. Temple's building were the two (2) finalists for the facility site. RI <br /> recommended Mr. Temple's building. Mr. Temple was not present at the BCHI Board's January 20, <br /> 2020 meeting. <br /> 9. <br /> At the January 21, 2020 meeting, BCHI appointed the site location for the treatment center to <br /> be located at 3455 Florida Boulevard, which is the location of the property owned by HRG. Mr. <br /> Temple resigned from the BCHI Board on January 22, 2020. <br /> 10. <br /> On February 1, 2020, ten days after Mr. Temple resigned, RI entered into a lease agreement <br /> with HRG for the rental of the building. Mr. Temple signed the lease on behalf of HRG. Mr. Temple <br /> did not sign any agreement with BCHI. <br /> 11. <br /> La. R.S. 42:1121(A)(1) provides that no former agency bead or elected official shall, for a <br /> period of two years following the termination of his public service as the bead of such agency or as an <br /> elected public official serving in such agency,assist another person,for compensation,in a transaction, <br /> or in an appearance in connection with a transaction,involving that former agency or render any service <br /> on a contractual basis to or for such agency. <br /> 12. <br /> La.R.S. 42:1121(A)(2)provides that no former member of a board or commission shall, for a <br /> period of two years following the termination of his public service on such board or commission, <br /> contract with, be employed in any capacity by, or be appointed to any position by that board or <br /> commission. <br /> Page 3 of 6 <br />
