3. <br /> In accordance with La. R,S, 42.1141 (3)(h)(iv), the BOE designates Tracy M. Barker, <br /> Charles E. Reeves, Suzanne Mooney, Mallory A. Guillot, and Jessica T. Meiners as the trial <br /> attorneys in this natter, with Jessica T. Meiners serving as lead trial attorney. <br /> Ill. <br /> ALLEGATION <br /> 1. <br /> Fredrick "Ricky" Young, Jr. was continuously employed as a public works supervisor by <br /> the Town of Abita Springs("Town")from February 20, 2019,to August 24, 2023. Hi's supervisor <br /> was Joshua D. Mullan,the Public works Field Director. <br /> . <br /> As a public works supervisor, Fredrick Young supervised a crew of three to five <br /> employees and was responsible for coordinating repairs and maintenance of streets, drainage <br /> systems and equipment, and lawnmowxng needs for. the Town. <br /> 3. <br /> For his services, Fredrick Young received annual compensation from the Town totaling <br /> $33,421.83 in 2021, $36,178.72 in 2022, and $24,283.37 in 2023. <br /> 4. <br /> The Town has a credit card account with Bank of America. Mayor Daniel J. Curtis was <br /> an authorized user and,cardholder on the account,and he approved the additional authorized users <br /> and cardholders. Janet N. Duftene, the Town Clerk, Kristin Tortorich, the Director of Public <br /> Works and Planning & Zoning, and Mr. Mullan, the Public works Field.Director, were the only <br /> additional approved and authorized users and.cardholders.All four credit cards were issued under <br /> Page 2 of 6 (Docket No. 2024-232) <br />
