5. <br /> Roger Odell Clement has made a payment of six hundred fifty dollars ($650.00) to his <br /> campaign fund as a reimbursement of the amount paid for transporting voters. If called to testify, <br /> Roger Odell Clement would state that he was unaware his actions were a violation of the Campaign <br /> Finance Disclosure Act. <br /> 6. <br /> La. R.S. 18:1531(B)provides that no candidate shall pay,or agree or offer to pay, anything <br /> of economic value, including any reimbursement of costs, to any person for the purpose of <br /> conveying an elector or causing an elector to be conveyed in a motor vehicle to a polling place for <br /> the purpose of voting in an election or for driving or being in charge of a motor vehicle being so <br /> used. <br /> 7. <br /> La. R.S. 18:1531(C) provides with respect to penalties: <br /> Whoever violates the provisions of this Section shall be assessed a civil fine <br /> of not more than two thousand five hundred dollars. <br /> 8. <br /> As evidenced by the signature below, ROGER ODELL CLEMENT, knowingly and of <br /> his own free will (a) agrees that the violations are factually supported by stated facts herein; (b) <br /> agrees that he violated La.R.S. 18:1531(B); (c)acknowledges that upon his signature being affixed <br /> to this consent decree, this document will be available to the public as a public record; (d) agrees <br /> that this order and decree is final and waives his right of appeal or to otherwise seek a return of the <br /> payment of the penalty; and(e) agrees to pay the penalty assessed herein and otherwise to comply <br /> with any other term or condition in the following order and decree. <br /> Page 2 of 5 <br />
