R.S.
42:1141(C)(3)(f)of the Code.
FINDINGS OF FACT
4.
On February 13,2017,Evan Alford was appointed to the Touro Bouligny Security District
("District")by District members. The District is to promote security and safety within the District.
The District's sole source of funding is taxpayer dollars. The District's funding is used to pay for
private security detail. District members volunteer their services. Evan Alford resigned from the
District in April 2020, when he decided to sell his home and no longer lived in the District.
5.
On September 11, 2018, the District discussed its need for mailers and yard signs for a
marketing campaign, and postcards for a "Night Out Against Crime" event. Evan Alford
volunteered to handle the District's marketing needs related to "Night Out Against Crime"events.
Evan Alford approached Alford Advertising, Inc. to provide the required marketing materials in
an expedited, cost effective fashion.
