BOE Docket No.2020-817 <br /> Page 4 of 6 <br /> If this matter proceeded to a public hearing before the Ethics Adjudicatory Board, and the <br /> Ethics Adjudicatory Board found a violation of the Code, the Ethics Adjudicatory Board could <br /> impose a fine of up to $10,000 for each violation of the Code. In this particular situation, it is the <br /> conclusion of the Board that the interest of the public would be served by, and the parties have <br /> agreed to resolving this matter amicably through the publication of this Consent Opinion without <br /> the imposition of a civil penalty against Robert Alford. <br /> As evidenced by his signature below, Mr. Robert Alford knowingly and of his own free <br /> will: (a) does not contest that any charges would be supported by facts stated herein; (b) does not <br /> contest that the BOE possesses evidence to support violations of La. R.S. 42:1113(8)of the Code, <br /> such that if the evidence is presented a public hearing, the Ethics Adjudicatory Board could find <br /> Mr.Alford violated the specified Code provisions;(c)waives his right of appeal;(d)acknowledges <br /> that upon his signature being affixed to this consent decree,this document will be available to the <br /> public as a public record; (e) agrees that this order and decree is final; and, (f) agrees to comply <br /> with any other term and/or condition in the following order and decree. <br /> ORDER <br /> 9. <br /> For the foregoing reasons: <br /> IT IS ORDERED that Robert Alford, in his capacity as the immediate family member of <br /> Evan Alford (a former Commissioner of the Touro Bouligny Security District), violated La. R.S. <br /> 42:1113(B) of the Code by virtue of Alford Advertising, Inc. entering into a transaction with his <br /> son's agency and his being in any interested in that transaction. <br />
