Ethics Board Docket No. 2021-052 <br /> Page 6 of 9 <br /> Lance approved the invoice submitted to LSUHSC from Hai-per and Daisy on behalf of her <br /> agency, in violation of Section 1112A of the Ethics Code. <br /> It is the opinion of the BOE that Jennifer Lance, while serving as an employee of <br /> LSUHSC, violated Section 1113A of the Ethics Code by virtue of her sole proprietorship <br /> entering into a transaction that was under the supervision or jurisdiction of her agency. <br /> Harper& Daisy was a sole proprietorship owned solely by Jennifer Lance. Jennifer <br /> Lance, in the name of Harper & Daisy, submitted an invoice to, and received payment <br /> from, LSUHSC in exchange for the provision of educational materials in violation of <br /> Section 1113A of the Ethics Code. <br /> If this matter proceeded to a public hearing before the Ethics Adjudicatory Board, <br /> and the Ethics Adjudicatory Board found a violation of the Code of Governmental Ethics, <br /> the Ethics Adjudicatory Board could impose a fine of up to $10,000 for each violation of <br /> the Ethics Code. In this particular situation, it is the conclusion of the Board that the interest <br /> of the public would be served by, and the parties have agreed to, resolving this matter <br /> amicably through the publication of this Consent Opinion with the imposition of a $2,000 <br /> civil penalty against Jennifer Lance. <br /> VI. <br />
