thing of economic value for rendering services to a person that had or was seeking to have a
contractual, financial, or business relationship with the agency of Amy Hebert. Therefore, Amy
Hebert's and Amplify Events and Promotions, LLC's receipt of$12,400 for services rendered to
Lafourche ARC while Lafourche Arc was seeking grant funds, received grant funds, and entered
into a Cooperative Endeavor Agreement to monitor the receipt of grant funds violated La. R.S.
42:1111 C(2)(d).
As an appointed member of the Lafourche Parish Tourist Commission, Amy Hebert, aid
any person in which she has a substantial economic interest, was prohibited from receiving a thing
of economic value for assisting a person in a transaction with Amy Hebert's agency. Therefore,
Amy Hebert's and Amplify Events and Promotions, LLC's receipt of$12,400,a portion of which
was to compensate for the assisting Lafourche Arc with preparing its grant application that was
submitted to the Lafourche Parish Tourist Commission violated La. R.S. 42:1111 E(1).
If this matter proceeded to a public hearing before the Ethics Adjudicatory Board, and the
Ethics Adjudicatory Board found a violation of the Code of Governmental Ethics, the Ethics
Adjudicatory Board could impose a fine of up to $10,000 for each violation of the Code. In this
particular situation, it is the conclusion of the Board that the interest of the public would be served
by, and the parties have agreed to resolving this matter amicably through the pubiication of this
Consent Opinion with the imposition of a$5,000 joint civil penalty against both Amy Hebert and
Amplify events and Promotions, LLC.
