19. <br /> Ms.Hebert took the lead in organizing the event. She advised LARC the LCBT grant was <br /> available. <br /> 20. <br /> The grant writer for LARC was Melanie Carlos. E-mail exchanges between Ms. Eschete <br /> (LARC Executive Director), Ms. Carlos and Ms. Hebert, using her Amplify e-mail account, <br /> indicated that work on the grant application began on or about February 26, 2023,two days before <br /> LARC and Amplify entered its event agreement and two days before the grant application was <br /> due. <br /> 21. <br /> Ms. Carlos and Ms. Eschete's contributions to the application were in providing details <br /> about LARC such as its mission, its financials and its contact information. Ms. Hebert drafted the <br /> content about the festival concept and how it fit TIP criteria; Amplify drafted the marketing plan. <br /> The event's proposed budget, also an application requirement, was derived from an Amplify <br /> template. <br /> 22. <br /> On March l, 2023, Ms. Carlos e-mailed the grant application to Mr. Gray, LCBT's <br /> President and CEO as Ms. Hebert advised Ms. Carlos that the grant application submission should <br /> originate from LARC,not Amplify. <br /> 23. <br /> On March 15, 2023, the LCBT Board of Directors approved the award for three grants. <br /> LARC was awarded the total amount it requested, $20,000,the second highest award of the three. <br /> Ms. Hebert abstained from the vote. <br /> Page 6 of 16 <br />
