FINDINGS OF F'ACT <br /> 3. <br /> Jeffezson Paz�ish("Parish"}is governed by a home rule charter under the authority of Article <br /> XTV, Section 3(c) of the Louisiana Constitution of 1921 and Article VI, Section 4, of the <br /> Constitution of 1974. The Jefferson Parish Council {"Council") "shall be the Iegislative body <br /> and policy making body of the parish and shall have the autharity...to exercise all powers af the <br /> parisl�, and to adopt such ordinances and resoiutions as may be proper in the exercise thereof." <br /> 4. <br /> The Parish President and/or the Parish Council may determine that any real estate ownect <br /> by the parish is no longer needed for publie use, and that such pro�erty may be sold. <br /> 5. <br /> Saies or exchanges of praperly shall be authorized by an ordinance adopted by the Council <br /> which shall indicate:(1)That a determination has been made by the parish administraCive staff that <br /> the property to be disposed of is no longer needed for public use. <br />
