engineering services,through Savoie Engineers, for which the Parish agreed to pay$136,080 per <br /> year, for the calendar years 2015 through 2018. <br /> 4. <br /> Pursuant to the Parish Engineer Contract,the services to be performed by Clarence Savoie, <br /> II, through Savoie Engineers, included but was not limited to preparing scope of work for all <br /> engineering projects requested for the purpose of allowing design engineering firms to submit <br /> professional qualification proposals for design of said Parish projects; evaluating fees charged by <br /> other engineering firms prior to execution of any additional engineering contracts; evaluating <br /> proposals submitted by engineering firms;preparing monthly written reports and recommendations <br /> on Parish projects that are being constructed in the Parish; monitoring all construction projects in <br /> progress,reviewing modifications in construction,change orders,types of materials used,etc.,in the <br /> posture of being an agent for the Parish; and preparing,annually,specifications and minimal sets of <br /> plans for each street or road being proposed by the Parish Public Works Department for <br /> reconstruction. <br /> 5. <br /> The Parish President, Chief Administrative Assistant, Director of the various Parish <br /> Departments, and the Parish Council have the exclusive authority to assign work under the Parish <br /> Engineer Contract. <br /> 6. <br /> On March 10, 2010, Clarence Savoie, II, on behalf of Savoie Engineers, entered into a <br /> contract with the Parish whereby he agreed to provide Program Management services, through <br /> Page 2 of 11 <br />
