business and affairs of the Housing Authority, and that she had custody of all funds of the <br /> Housing Authority, including access to accounts and the authority to write checks and make <br /> disbursements of funds. <br /> 5. <br /> From February 8, 2017, through September 29, 2017, Gwen Jackson issued forty-three <br /> (43) payroll checks to herself, thirteen (13) of which were not associated with a timesheet or <br /> invoice. <br /> 6. <br /> From February 8, 2017, through September 29, 2017, Gwen Jackson issued eight (8) non- <br /> payroll checks to herself, seven(7) of which were not associated with an invoice. <br /> 7. <br /> From February 8, 2017, through September 29, 2017, Gwen Jackson issued eleven (11) <br /> non-payroll checks in the name of her husband, Michael Alfred. Gwen Jackson negotiated and <br /> deposited the checks into her personal checking account. <br /> 8. <br /> The Housing Authority issued Gwen Jackson a Form 1099 in the amount of$27,260.82 <br /> as non-employee compensation to account for the improper funds received by Gwen Jackson. <br /> 9. <br /> La.
