10. <br /> Based on the foregoing facts, Gwen Jackson, while serving as the Executive Director of <br /> the Housing Authority, violated La. R.S. 42:1111A when she received payments totaling <br /> $27,260.82, from the Housing Authority, which she was not duly entitled to receive, for the <br /> performance of her job duties and responsibilities. <br /> 11. <br /> La. R.S. 42:1112A prohibits a public servant from participating in a transaction in which <br /> she has a personal substantial economic interest of which she may be reasonable expected to <br /> know involving the governmental entity. <br /> 12. <br /> Based on the foregoing facts, Gwen Jackson, in her capacity as the Executive Director of <br /> the Housing Authority, violated La. R.S. 42:1112A by issuing Housing Authority checks to <br /> herself at a time when she had knowledge that she was not entitled to receive the payments for <br /> the performance of her job duties as the Executive Director of the Housing Authority. <br /> 13. <br /> In accordance with La.
