LOUISIANA BOARD OF ETHICS <br /> IN THE MATTER CONSENT ORDER NO. 2017-473 <br /> OF <br /> JOHN RICHARD BARTON <br /> The Louisiana Board of Ethics ("the Board"), after conducting a confidential <br /> investigation pursuant to La. R.S. 42:1141, finds the following in regard to John Richard Barton. <br /> 1. <br /> John Richard Barton was employed by the Department of Corrections from January 8, <br /> 2002, through April 17, 2017, as the Firearms Instructor at the Louisiana State Penitentiary. <br /> 2. <br /> As Firearms Instructor, John Richard Barton was responsible for scheduling and <br /> conducting firearms training of outside law enforcement agencies through the Department of <br /> Corrections, at no cost to the outside agencies. <br /> 3. <br /> Richwood Correctional Center, LLC is a private correctional facility operated under the <br /> rules and regulations of the Department of Corrections. <br /> 4. <br /> On six dates, from May 28, 2013, through January 15, 2014, Richwood Correction <br /> Center, LLC sent a total of twenty-five (25) employees to the Department of Corrections rifle <br /> range at the Louisiana State Penitentiary for firearms certification and training under the <br /> instruction of John Richard Barton. <br /> Page 1 of 6 <br />
