5. <br /> Following each training session, John Richard Barton issued invoices to Richwood <br /> Correctional Center, LLC for the firearms training at a rate of$75 per employee trained. <br /> 6. <br /> In response to the invoices, from June 19, 2013, through February 4, 2014, Richwood <br /> Correctional Center issued checks payable to John Richard Barton for firearms training totaling <br /> $1,875.00. <br /> 7. <br /> John Richard Barton has made payment of$1,875.00 to Richwood Correctional Center, <br /> LLC, as a refund of the amount received. <br /> 8. <br /> La. R.S. 42:1111A(1)(a) provides that no public servant shall receive anything of <br /> economic value, other than compensation and benefits from the governmental entity to which he <br /> is duly entitled, for the performance of the duties and responsibilities of his office or position. <br /> 9: <br /> La. R.S. 42;111 C(1)(a) provides that no public servant shall receive any thing of <br /> economic value for any service, the subject matter of which is devoted substantially to the <br /> responsibilities, programs, or operations of the agency of the public servant and in which the <br /> public servant has participated. <br /> 10. <br /> La. R.S. 42:1153B provides with respect to penalties: <br /> Upon a determination that any public employee or other person has <br /> violated any provision of any law within the jurisdiction of the Board of <br /> Ethics..., the Ethics Adjudicatory Board may remove, suspend, or order a <br /> reduction in pay, or demotion of the public employee or other person, or <br /> impose a fine of not more than ten thousand dollars, or both. <br /> Page2of6 <br />
