7. <br /> On October 9, 2014, Ms. Loper consented to restitution in the form of a Civil Money <br /> Judgment entered in /9111 JDC suit number, 09-13-0414 - DEBORAH C. LOPER in the amount of <br /> One Million Eighteen Thousand Four Hundred and Twenty Three and 35/100 Dollars <br /> ($1,018,423.35). Further, she was sentenced to 10 years in prison. <br /> 8. <br /> La. R.S. 42:1111A provides that no public servant shall receive any thing of economic <br /> value, other than compensation and benefits from the governmental entity to which he is duly <br /> entitled, for the performance of the duties and responsibilities of his office or position. <br /> 9. <br /> Further, La. R.S. 42:1153(B) provides, with respect to penalties, that upon finding that <br /> any public employee or other person has violated any provision of any law within the jurisdiction <br /> of the board . . ., the board by a majority vote of the membership, may remove, suspend, or order <br /> a reduction in pay, or demotion of the public employee or other person, or impose a fine of not <br /> more than ten thousand dollars, or both. <br /> 10. <br /> Additionally, La. R.S. 42:1155(A) provides, with respect to penalties, that if an <br /> investigation pursuant to R.S. 42:1141 reveals that any public servant or other person has <br /> violated any law within the jurisdiction of the board to his economic advantage, the board may <br /> order the payment of penalties. Recovery may include, in addition to an amount equal to such <br /> economic advantage, penalties not to exceed one half of the amount of the economic advantage. <br /> 11. <br /> As evidenced by her signature below, Deborah Crowder Loper knowingly, and of her <br /> own free wi!I [a] agrees that the charges are factually supported by the stated facts herein; [b] <br /> agrees that she violated La. R.S. 42:1111A; [c] waives her right of appeal; [d] acknowledges that <br /> upon her signature being affixed to this consent decree, this document will be available to the <br /> public as a public record; [e] agrees that this order and decree is final; and, [f] agrees to pay the <br /> penalty assessed in /9th JDC suit number, 09-13-0414 - DEBORAH C. LOPER and otherwise to <br /> comply with any other term or condition in the following order and decree. <br /> Page 2 of 5 <br />
