State Street Suite 215 <br /> Abbeville, Louisiana 70510 <br /> Re: Ethics Board Docket No. 2018-182 <br /> Dear Mr. Stutes: <br /> The Louisiana Board of Ethics, at its April 20, 2018 Board meeting, considered your request for <br /> approval of a disqualification plan involving the transaction with Liberty National Life Insurance <br /> Company (Liberty National) and the Office of the District Attorney for the 15th Judicial District <br /> while the spouse of the Administrator of the Vermilion Parish Office of the 15th Judicial District <br /> is employed by Liberty National. Tricia Manceaux is the Administrative Assistant of the <br /> Vermilion Office of the 15th Judicial District. Her husband, Kevin Manceaux, is a non-salaried <br /> supervising agent for Liberty National who is compensated only through commissions. Neither <br /> Tricia nor Kevin Manceaux own any interest in Liberty National. <br /> You have entered into negotiations with Liberty National to provide insurance programs to <br /> employees of the Office of the District Attorney who may desire such services. You stated that <br /> Kevin Manceaux has not and will not be involved in the negotiation, placement, or servicing of <br /> the insurance programs which at all times will be determined solely by you and a separate, non- <br /> related representative of Liberty National. Tricia Manceaux has not and will not be involved in <br /> the negotiation or placement of the contractual arrangements between the Office of the District <br /> Attorney or Liberty National. Any additional assistance would be provided by the Finance <br /> Director and Human Resources Director of the Office of the District Attorney. <br /> The Board concluded, and instructed me to inform you, that Board disapproves the <br /> disqualification plan submitted on behalf of Office of the District Attorney for the 15th Judicial <br /> District concerning it entering into transactions involving Liberty National by virtue of you, the <br /> District Attorney, being designated as the person responsible for negotiating, placing, or <br /> servicing the insurance programs. The disqualification plan disqualifies Tricia Manceaux from <br /> any responsibility regarding the negotiating, placing, or servicing the Liberty National insurance <br /> programs for the Office of District Attorney. La. R.S. 42:11128(1) provides that no public <br /> servant shall participate in a transaction involving the governmental entity in which, to her actual <br /> knowledge, any member of her immediate family has a substantial economic interest. <br /> AN EQUAL OPPORTUNITY EMPLOYER <br />
