Agency Tracking No. 2023-417 <br /> Page 5 of 12 <br /> 12. <br /> At the District's Board Regular Meeting on January 23, 2024, Board member Cole Norris <br /> recused himself from voting on a resolution changing Bank Signature Authority. Mr.Norris filed a <br /> Disclosure Recusal Form with the BOE pursuant to La. R.S. 39:1233.1. <br /> 13. <br /> Cole Norris failed to file annual financial disclosure statements pursuant to La.R.S.42:1114 <br /> covering calendar years 2019, 2020, 2021, and 2022. <br /> 14, <br /> If called to testify,Cole Norris would state that he did not steer or direct any business to Delta <br /> Bank and Delta Bank did not discuss business it had with the District with Mr.Norris. Mr. Norris <br /> would further state that he did not intentionally violate the Code of Ethics when he voted on certain <br /> matters as he did not recall that Delta Bank was specifically identified in the items on which he <br /> voted. Mr. Norris would also state that he filed annual Tier 2.1 Personal Financial Disclosure <br /> Statements disclosing his employment with Delta Bank. <br /> IV. <br /> PROVISIONS OF LAW: <br /> The following provisions of law are implicated by the facts stated herein: <br /> (a)La. R.S. 42:ll11C(2)No public servant and no legal entity in which the public <br /> servant exercises control or owns an interest in excess of twenty-five percent, shall <br /> receive any thing of economic value for or in consideration of services rendered, or <br /> to be rendered,to or for any person during his public service unless such services are: <br /> (d)Neither performed for nor compensated by any person from whom such <br /> public servant would be prohibited by R.S. 42:1115(A)(1) or (B) from receiving�a <br /> gift." <br />
