VIII. <br /> La. R.S. 18:1495.41)(3)(a)provides that if a candidate is not an elected public official and <br /> shows his deficit or surplus is equal to or greater than two thousand five hundred dollars, the <br /> candidate shall file supplemental reports with the Board of Ethics annually no later than February <br /> 15th,which shall be complete through the preceding December 315t. Such report shall be filed each <br /> year until a report has been filed which shows no deficit or surplus. <br /> IX. <br /> Vhores F. Trosclair, III, in relation to his participation in the March 5, 2016 election, <br /> indicated that his campaign account had a surplus in the amount of$62.17 and a deficit in the <br /> amount of $2,894.79 No campaign finance disclosure reports have been filed by Vhores F. <br /> Trosclair, III showing no surplus or deficit. Exhibit 1-2. <br /> X. <br /> As an"Any other"level office candidate who reported a surplus and a deficit in connection <br /> with the March 52016 election, Vhores F. Trosclair, III was required to file supplemental <br /> campaign finance reports in accordance with La.
