Officer with the Houma Police Department. On July 10, 2010, Jeffery Lirette was promoted to <br /> permanent Police Sergeant with the HPD. On July 14, 2018, Jeffery Lirette was promoted to <br /> permanent Police Lieutenant with the HPD. Mr. Lirette resigned from the HPI] on August 23, <br /> 2019. <br /> 5. <br /> As a full-time employee of the Terrebonne Parish Consolidated Government with the HPD, <br /> Jeffery Lirette was entitled to his hourly wage and all benefits afforded similarly-situated <br /> employees of the parish. As such, Mr. Lirette received paid leave, medical insurance (health, <br /> dental, eye, and life), and retirement contributions. Mr. Lirette was not entitled to take petty cash <br /> from HPD's Narcotics Division for his personal use. <br /> 5. <br /> HPD's Narcotics Division was created in 2015, at which time Jeffery Lirette became the <br /> supervisor of the Narcotics Division. <br /> 7. <br /> HPD's Narcotics Division conducted controlled "buys" of drugs using confidential <br /> informants. As supervisor of HPD's Narcotics Division, Jeffery Lirette was responsible for <br /> distributing the division's petty cash to narcotics officers for controlled drug buys. The petty cash <br /> used for the division's controlled drug buys was kept in a lock box that was located in a safe in <br /> Mr. Lirette's office. <br /> 8. <br /> The procedure used for the HPD's Narcotics Division controlled drug buys was as follows: <br /> The officers of the HPD would set up the buy with the confidential informant, then they would <br /> verbally request from Mr. Lirette, their supervisor, the expected amount of cash necessary to <br /> Page 2 of 8 <br />
