AGENCY TRACKING NO. 2020-131 <br /> CHARGES <br /> The Louisiana Board of Ethics ("BOE") voted on May 7, 20211 to and DOES HEREBY file <br /> the following charge: <br /> 1. <br /> BCHI for Hope,Inc. (``BCHI"}is a nonprofit corporation that was established in 2016.BCHI's <br /> mission is to serve individuals who are experiencing behavior crises, wether substance abuse or <br /> mental in nature, and treat rather than institutionalize them. BCHI is administered by a board of <br /> directors and an executive director ((*(*BCM Board"). The Baton Rouge Area Foundation ("B1?ZAF")) <br /> was instrumental in creating BCHI.Neither the Louisiana Legislature nor the East Baton Rouge Parish <br /> Government created BCHI, whether by statute or ordinance. Additionally, BCHI does not own <br /> property that belongs to the public. <br /> 2. <br /> BCHI got its initial funding from BRAF and various grants,including one from the MacArthur <br /> Foundation. In August 2018,the East Baton Rouge Metropolitan Council approved a resolution calling <br /> for an election to decide whether the Parish would levy a property tax for the establishment of a mental <br /> health/crisis treatment center. The tax was approved by voters in December 2018. <br /> 1 Board Members Coomb,Ellis,and Roberts objected.Board Member Banos abstained. <br /> Page 1 of 6 <br />
